Mr. O'Meilia was a public services director and councilman for North Palm Beach. He served as chairman of the Southern Building Code Congress International for 13 years and was a founding member of the Building Officials Association of Palm Beach County. He served as a submarine lieutenant for the U.S. Navy during World War II.

He received a bachelor's degree in chemistry from Oklahoma A&M University. He died in Oct. 2008.
